FAR/CNE happy to let the PSC expire? WPL I would wonder less so but best tactic he can come up with?
Suspect that even if WPL requested an extension it might not be granted in any case, pending ICC decision.

Wild left field thought, is if PSC expired even if decision went against FAR at ICC, that is WPL prevailed, Senegalese would have upper hand and possibly kick WPL out as PSC has expired? Messy messy!

Least we know where the 28th Dec came from, 3 months after 28th Sept, last day for rebuttals.
