In a fiat currency universe a central bank aka the Fed cannot be bankrupt if it is the printer of the reserve currency - the $US.
The reason that the $US is seemingly strong is that the $US is rising against the Euro which is caught in a short $US squeeze. The EU cannot print $US and the $US paper they bought from Lehman and similiar has fallen in value. There is a scramble for $US to meet financial commitments and this has forced selling of the Euro. This $US squeeze will correct and the $US will fall when valued on fundamentals. The timing is very uncertain.
