No you are wrong around the need for them to be charged to prove that they have not abided by the rule.
As we know many companies get away with breaches and are not charged.
Shareholders are in between a rock and a hard place, if they complain all they are doing is hurting the company even more should action be taken.
The only way for PAA to be held is for shareholders to demand better.
