In answer to your question.. Yes and No depends on any announcement good or not so good.
Often buyers will sell a portion (if profit available) and ride for free. Also if there is buying momentum some sell on the way up,
Many situations will exist and as such have different results. In this case I believe the anticipated an., for PEP 11 will be the catalyst.
Most institutions who bought will have an exit strategy -and only they know.
