There is no guarantee that those employers who employed those "40 millions" will now all fill that 40 million job openings by employing other 40 millions. Why would they want to do that when there is an economic storm storm out there which has already caused employers to shed jobs ? I bet you that some of these employers will be so glad that the government has helped them to shed more labour :-)
