The problem with that Aussie is FAN is still an unknown ,at the time the JV was putting it's plans in place for SNE , FAN was not a consideration and would have cost a small fortune to appraise...it's no use building a larger capacity FPSO if there is no guarantee you can use it and nobody wanted to wait another 3 years to find out...FAN also has diferent grade oil so that in itself can pose issues...another consideration is if you are looking at using an existing FPSO, as the JV is , which are cheaper and faster to get into operation, its not always easy to find one with the right capacity..it seems there are two being considered that could work out for SNE.
Building a new FPSO to fit specific requirements is time consuming and expensive..
