So what's to stop the usual suspects paying the recipients, say $20 for a $50 card and onselling the card for $40?
Unless the plan is linked to a persons ID somehow it's not going to work.
(I assume you are referring to the plan to issue cards to Aboriginals instead of cash, you didn't make that clear in your post.)
