    Good morning Zero ,
    Strange I have a different view to you on this one;

    Personally, don't drink or smoke so it may affect my views on this.

    These people would be definitely better off if they were the same, even if they could reduce there reliance on them..

    A good mate of mine had tongue cancer, will not go in to his awful journey that he is still experiencing.Doctors removed half of his tongue.

    His Doctor said,"You shouldn't smoke and drink the same time"

    From that statement IMO, the alcohol must wash all the protective saliva from your Tongue and Throat to allow the chemicals to enter your system.


    Now to the moral side of discussion.

    If one is relying on other people for their existence, then one should expect there could be rules on how they spend their welfare Money.

    Just like a child must with their parents.

    The only way to be free of these restrictions, is to be independent from Government or Parent's financial support.

    Some people need to be treated like kids for their own and their family's good. We must not discriminate, so all fall under this move.

    They won't please everyone, but that never happens anywhere.
