Directing energies in the right place at the right time, yes.
History has seen ESI directing energies to areas that hold promise but is stifled by the left/green sentiment towards coal. Sooner or later they will realise ECT can help the transition be a much cleaner way to grow economies/clean up the atmosphere.
I reckon India is by far the better option as opposed to Latrobe Valley, and India PM Modi has made it perfectly clear why and how it will be done.
