Fair point. I guess in my mind those requirements would be finalized between FBR and the Developer prior to any tender application being submitted. Company X says, Ok FBR what specifications do you need in terms of a slab? FBR would say we need it to be to these specifications. Company X then details these to their preferred concreting contractor who then agree to the specifications. The process may go back and forth a few times but once agreed upon and you continue to utilize the preferred contractors each build then they should be able to iron out any issues before any pour is ever completed. The process would then be repeatable for any future contact development tender application they submit.I guess in essence it comes down to either the contract winners desire to outsource concreting to FBR or utilize their existing preferred concreting company that they likely have a really strong relationship with already
