suppose you bought a house - this is what you've done.
you are then asked 20 years later, do you have any regrets?

you can answer -
i regret buying the house, i could've bought shares instead - this is regretting what you've done

or you can answer -
i regret not buying shares (which i could've if i hadn't bought that house) - this is regretting what you haven't done.

just wanted to point out not everything is as clear cut as "doing" or "not doing" something.
