They have already partially sealed (by Sweden) the Baltic seaways making access for Russian ships almost impossible
There is that story about digging yourself into a hole --- you have to stop digging or you make the situation worse.
But Putin is in a no win situation as his ill gotten personal wealth of $249 billion dollars is locked up and if he resigns it will be as a pauper ????
