If the segment in the paper titled The Resolution of Differences does not address your questions then maybe it's not for you.
If that's the case, either you are looking for answers to different questions, or you cannot understand what is written in which case I would ask you quote the segment that you do not understand, or you are not really interested in this but have your own predetermined conclusions.
