your question to the EPA was wrong, which is why you got the wrong answer
the NAG PASS project is not a "land fill" site
go thru the old NAG announcements, where they originally were considering a "landfill" project but then changed to PASS
there is a difference between "land fill" (an ordinary 'garbage dump' in a whole in the ground) & only PASS
landfill is below
