Well they are not going to be taking ASS anyway so the material does not and will not be treated. The NSW EPA site mentions that there is a time limit of 24 hours where the material can be moved and returned to an underwater environment (such as NAG's pits) without any treatment needed. It also mentioned that as this material is naturally occurring it is not considered as industrial waste.
I think PASS material is a special case as we can see from how hard it is to get approval to take it. I don't think you can just take it to any landfill!
The reason it is so hard to find any mention of PASS or ASS in any of those industrial waste or levy links is because it is in a catagory of it's own.
Why don't you try to find out how many landfill sites in Victoria are actually licenced to take PASS material.
