This paragraph intrigues me. Do you have any statements by NAG or the EPA that explicitly states this? Eg "This site is exempt from levies because x, y, and z"
I can understand an exemption from the watertable rule but I'm not seeing why that makes the fill exempt from levies. Capped by water or capped by clay - I'm not seeing an effective difference.
