I have said this a few times on this site, everyone thinks Beijing runs China but it does not. All the really important decisions are made at lower levels as all the officials have their snouts in the trough. Officials may enforce laws about children, religion etc, when it comes to money they ignore them.
The statistics issued in China are a fiction, nobody really knows real numbers.
I expect things to be OK until the Olympics.
