$2.3b doesnt sound out of the way. Tampakan is to cost US $5b for the first stage and then a further $1b for a second stage. I read today Xstrata is going to spend $2-$3b per mine for 4 coal mines and another $3b for infrastructure in Queensland.
Obviously they will need a joint venture party with the know how and deep pockets. Or like Indophil has done with Tampakan they need to sell the mine to someone with the resources to complete the project. With some imagination you would see the chicken can fly the pacific via an aeroplane.
