You just list his changes and make up how it "changed behavior" and completely miss the point, which is:
How come his reforms change behavior and the GST didn't?
He belittles a reform that he actually supported by pulling out this fanciful notion that it didn't change behavior like his reforms did. He just made that up. Simple really.
