I think it is a GOOD THING that this plan will involve new fibre cables being laid along all the streets.
The plan with "fibre to the node" would be a nightmare to actually implement. They cut all the phone cables and then interface them to the optical fibre at the nodes.
So when this happens, you would probably be without your phone and your internet for how long ? Days ? Months ?
I think it is a GOOD THING that this plan will involve new fibre...
