1. I think Vince will be using the dictionary definition of "manufacture" which in this case might well extend all the way to a physician handing the product to the participant in the trial.
2. Without a detailed picture of the entire double-blind process, we are the blind leading the blind, so best to suspend discussion of strange results until such information is available.
