Zwu - both viewpoints are right.....I think the potential backers want to invest in the mill (the money is there and ready to go) but they are afraid of environmental backlash such as people trying to stop the mill being built and also reputational issues and also problems with selling the output if the greens harass the mill customers....so there is kind of a stalemate because of the opposition to the mill even though as you say there is nothing really to stop GNS and its partners proceeding.......
