    On one hand, you lamented again and again that GNS didn't have the full permission for the pulp mill, saying, "no one will either stake or build the mill if they don't have a licence to run it ... If you had the building permit, would you build a house on borrowed money if you didn't first have a permit to live in it once built?"

    Very similar to problems of many communities around the NT, SA and WA where Land Trusts own the land, yet refuse to issue leases to community members for their housing.

    Without such leases being issued finance is NOT available so houses people want can never get built - except those over many years funded by politicians throwing public monies there to pay for houses without concern about leases.

    Tenants on these houses as without leases not able to exclude others from entering their homes... for they lack the prima facie proof of a lease...







    Yes when required leases finally are issued money may become available for construction... provided the duration of leases sufficient to provide opportunity to recover the construction and ongoing costs.
