It is widespread travel that allows dangerous microbes to become active players in human populations. The effects of this can be seen as far back as the bubonic plague that swept across Europe some 500yrs ago and many times since.
Whilst all countries should have a pandemic response plan - especially to the extemt that key personnel are protected, reduction or elimination of recreational travel for the duration of the threat would be a more than adequate response by poorer countries to the threat of a pandemic.
