some probably should never be released. I've known quite a few in my work in the bin. the majority have a lower risk of reoffending.
the point of my post though is the different treatment of non-citizens to citizens of the nation. its truly a panic response that initiated these laws, along with gaining votes from the people who are terrified by those from elsewhere.
its not justice. and this behind the HC decision. if non-citizens are to be locked up there needs to be a legal reason and the legislation simply doesn't cut it. its an arbitrary punitive measure created for xenophobic reasons.
