    It's not that no one knows how to resolve the problem, it's that the majority at the moment are beneficiaries of a problem which inflicts significant hardship on the victims. As the number of renters becomes closer to the number of home owners, which is gradually happening, the political incentive to resolve the problem should see it addressed. Until now, the political incentive has been to let the problem run, because as John Howard said: "No home owner has ever complained to me about their house rising in value."
