And yes, shorting a share you don't own is definitely not fair to retail investor. But it's necessary evil in larger context for market regulators because of dishonest directors, companies, pump and dump manipulation, etc.
In perfect world where directors don't do fraudulent things as easily as changing socks, big funds/investors don't spruik the stock they hold so they can offload on unsuspecting public, etc
Then, yeah. You wouldn't need shorting as counter balance
