Ousia as always excellent post - you say;

I am curious about nature of these past conversations because I would have thought they would have been constrained to clarifying information previously made available to all shareholders.
No one would be surprised that Govt organisations might be slow payers. I guess as you indicate there is a confidence crisis with observers saying is payment slow or has payment stopped because of a NBS roll out issue. In regard to this later matter it would be quite remarkable if the project rollouts of this scale, quasi greenfield, would be blemish free - though the silence from NBS would reasonably lead one to presume its all been plane sailing.
