I reckon Appen has more clients than Scale. But given Appen’s shareholder and client structure, it's unlikely they'll land any contracts with the US military.
I think after losing Google, Appen shifted its strategy from focusing on a few large clients to targeting a larger number of smaller clients. This approach should make Appen more flexible.
