That's normally a green light for a 3rd party to approach management to get a placement at a 20% discount which they could then easily run a pump and dump on for a quick +30% gain for their 'clients'.
ASX public company management normally more than happy to dole out discounted shares for more cash to spend on fees and admin. It's win win, except for the bag holders.
