It depends when the RAP is complete, you'll see on page 9 of the handbook it refers to the RPF process as well.
For mine it doesn't really matter how long it takes as long as it is done right. In this day and age both lenders and end users are so careful about the social and environmental standards that have been applied to the projects they associate with, so KNL would be foolish to tarnish its entire project now and forever by failing to observe the highest possible standards.
