Actually the above is debatable.

Kennett went hard on most Victorians and paid down a disgraceful debt left by a Cain and Kirner Gov. The debt was crippling the states finances.
IMO he saved Victoria from what an ignorant Labour party simply could not.
We will never know what Kennett had in plan for the bonanza of cash that Victoria has been showered in since our financial reversal.... he burnt to many folk in the process of saving a $ and hence was booted out.

Enter Steve Bracks...

Steve walks into what was arguably the strongest financially set up State of the time..... and proceeds to spend more and more each year with the aid of John Brumby. So much in fact that Vic State debt will be up around $8-10 billion by 2010.

So who and how will the debt be paid out?
How much money will be lost on interest, prompting further cries for more federal $?
