re: the legality of Immigrants are a totally different thing. You need a number and you can control not only the number but the qualifications as well as the quality (previous police record etc)
Refugees don't all need to stay. You have them as well accommodated as possible until you can assertain their bona fides, then you have a civilized talk with them (perhaps a short course on the laws, customs and ethics of Australia) and those who are true dinks stay, say on probation for a certain time, the others are sent off back to their home land, or allow the UN to check them even further. Numbers of refugees should also be determined by a neutral body so that every country takes its fair share. I agree, economic refugees should be treated with some scepticism but my belief is that there are no economic refugees. Those who have the money, just hop on a plane and bingo. They're here and no one knows anything about them. Our Government should be spending all that energy and money chasing those SOBs rather than people who've escaped torture or death.
