It certainly sounds like one of those dammed if you do, dammed if you dont situations.
If the children had been removed from their parents for thier own safety, the various groups would be instigating legal action demanding to be reunited with their children.
The key word is reasonable as you suggest.
I guess some people dont get out in the real world too much, and expect that somehow others are able to undertake continuous and superhuman 24 hour a day actions to prevent some very determined people from harming themselves and others.
