The timeline for emmissions trading is still a little way off....

The timeline for emmissions trading is still a little way off. Just a little digging found this from Feb 07.
"Commonwealth participation in a national emissions trading scheme is essential. However, if the Commonwealth Government refuses to commit to introduce emissions trading by the end of 2010, States and Territories will do
so."
Anyone else have a better idea, thats 3 years off. GRK also have massive expenditure to outlay to get this thing in the ground.
