Numbers without the "Real" context are useless that's why you don't mention that Private Aged Care is regulated by the Federal Government. Your Inference that the deaths were in Victoria and therefore Victoria is responsable is like saying because a Nazi Death Camp was in Poland, Poland was responsable.
Very nasty and misleading to say the least.
