My take would be that approval was granted 21/2/2014 subject to receipt of any final objections. A calendar month was allowed for objections.

Having received no objections as at 5.00pm 21/3, it now becomes official and receives a formal Publication Number.

That also explains the very aggressive equipment acquisiton program highlighted at the last announcement. Management through Board expenditure approval would have elected to proceed full speed to commit, on the not unreasonable assumption that there would be no objections.
