    It's not financial repression if fines are issued on the basis of the users ability to pay.

    GST is a flat tax. Traffic and parking fines are flat fines, but in some other countries, there is a user pays system based on ability to pay the fine. This makes a lot of sense.

    If the fine doesn't hurt, why impose it? The purpose of a fine is a deterrent, so the rich should pay more for their infringements.
