You speak about the loony left, but I find they tend to be remarkably tolerant in here.
As for the capacity to pay, it's standard in certain European nations. Wealthy people pay more for a speeding ticket there.

Why use emotive terms? You simply can't avoid being emotional in discussion. Do some research and you'll find there are precedents out there. I suppose Germany and Sweden are full of Ned Kellys?
