The simple fact is we should not be looking for the very scarce individual who is generally brilliant at all things, the people we can choose from are all the equivalent of the guy next door
Ordinary people, hopefully with a degree of morals and a will to serve his/her fellow citizens
What we must have is a better system where the person MUST follow the rules or go to jail
Rules which limit the amount of money that can be spent
Rules that limit the persons power to be sufficient to do the job
Rules where the people have to be included in all major decisions
The sort of rules that normal people would consider to be adequate to do the job
It is not the person we have to fix but the system
And there has to be a "sheriff" ie a citizens jury to keep everyone honest
