If it is major shareholders shorting the stock they are simply hedging their holding.
The outstanding shorts have been realtively stable as has been the major holdings.
The decrease in volume funnily enough coincides with a significant drop in HC activity, maybe I was right all along saying that the majority of daily vol was retail. That as I have shown numerous times correlates to the brokers that are doing two way trade on a daily basis
