Yeah, sorry, BB, I should have mentioned that it was only for new homes. Still! - most of the $30,000 will end up in the pockets of the vendor/developer just the same.
As for how high IR's go before it can usurp the extreme supply deficit, that's hard to say, given all the other factors at play/moving parts.
