Not many here would be aware of the names, qualifications, background and agenda of, the other Punty presidential candidates, or where most of them have indeed been banished to.

The horn of Africa is an extremely harsh, and polarised environment when it comes to those seeking to challenge the ruling regime.

It is an extremely eclectic melting pot ranging from the highly belacose right thu to the highly altruistic.

Those up to the challenge have their reasons.

If Hersi can credibly protract the election time frame as indeed Yesef seems to be doing, the window for armed exploration will be extended... but to what and who's benifit ?

This is the reality....

The paid security militia protecting siesmic surveyors, are puppets to and for the Hersi regime, working to protect a political stunt from the so called antagonists that are indeed other Puntlanders.

The Puntland people..and thier their law makers....have already echoed a national resolve regarding the real and enforceable populous position when the punty oil law was voted upon...

Go back and look at the numbers regarding the punty oil legislation vote, and indeed how Hersi has atempted to sweep it under the carpet.

The numbers speak with deafening volume.

The Punty law makers sit and wait knowing that the majority is ACTUALLY againsst Hersi.

The puntland lawmakers like any other gerrymander are stacked in favour of the ruling party, yet the vote was not ACTUALLY passed .

It was a minority stalemate with an illegally used super vote from the speaker ( 2 votes from the speaker.. which is not allowed to be invoked on the first reading) with a huge percentage abstaining...Something that will surely be revisited at the appropriate time, by the appropriate people.

Why did so many Punty law makers abstain ?

The abstainers did so out of fear of retribution.

But they are also aware that Hersi has no authority as long as Puntland remains,,, ''Puntland state of Somalia.''


Somalia has no mandated oil legislation authority,indeed the tfg have very limited charges and powers, therefore no power to condone, ratify, or pass an oil law without a citizen mandated government.

The tfg has limited powers, q.e.d.

The ''t'' stands for transitional, and thus is temporary as well as contrived for the purposes of starting the rad to peace liberty and freedom somewhere.

Somewhere without an occupationary force...


Yet all we hear about is which occupationary force should replace the last unpopular occupationary force.

The tfg is a failure.

It attempts to override its charge by protracting its responsibilities against the people of Somalia.

It's a long winded living....just like certain directors we some how tolerate in fortnightly lumps.

Yusef, has no authority to pass an oil law.

Therefore a state of Somalia ( punty) has no mandate to do the same.


The state of puntland is costrained via it;s subservience to Somali caretaker law.

The kangaroo court style punty oil voting statistics reflects all of this.

It has been swept under the carpet by an autocratic regime in the attempt to railroad Puntland's nationalist inertia.

A multi faceted and splintered inertia.

But the inertia is still there...

It's still there with bells on...waiting for an opportune time to change the extortive fisheries, timber, port, livestock, resources graft that Hersi's regime has bled from a severely hurting famine strickened, virtually bled dry somalian state....including the Somalian state of puntland.

So back to your questions Andy

Will Puntland have it's own constitution..?

What will happen to the oil law..?

The reason Puntland has only a constitution in draft form, is due to the fact that Somalia has no mandate and therefore no sanctioned rule of law...

It ( Somalia for which puntland is a state) needs to do whate the UN has charged it to do within the time frame set out, and that only.

This charge, encompasses the day to day running of a statless region as it moves towards self rule.

The main concern is, that the UN charter has charged the TFG with the primary responsibilities of bringing to task, the prerequisites ONLY for a populous mandated rule of law, whereby it has been given the responsibility to conduct a census over the lands of Somalia for the purposes of formalising its peoples to vote for a Government that has a peoples majority MANDATE.

Without such a mandate, Hersi runs very little as a care taker.

Hersi has no power to contest. the super majors removal of Force majeure, Terra Nullius, or indeed to enforce his paper bag regime..

The plight remains hollow and extremely unstable,,, like a house of cards, until Somalia votes.

Hersi is skint and unable to pay the lions share of the public service supply bill, because no international dollars amounting to anything more than emergency famine aid are forth coming..They will not prop this sort of regime.

No-one is prepared to back him.

He's even stooped to atempting to extort protection money from the pirates in EYL to pay the bills, but this too has back fired.


So in a nut shell, you cant sell a used car without clear title...and the super majors that have declared force majeure know it.

Ring the chevron office and try to get their position on this parody.

Ring the CP office in Houston office (not UK office) where they control all middle eastern and African operations and try and get some sense out of them.

Ask the Italians what they think of some little co running siesmic trucks over their dahroor oil concessions that sit in force majeure..

A region that they have already fully 2D surveyed and drilled.

Ask that TFG minister that supposedly threatened to murder the builders of a drill rig destined for punty..( a minister that coincidentally owns a significant interest in an Italian oil company) what that's all about
