UCG does produce emissions, however so does refining of oil. Above ground gasification of coal produces a lot more emissions as the coal has to be extracted (releasing methane and other GHG emissions from extraction process) transported (GHG emissions) and gasified in an expensive and energy intensive gasification plant (GHG emissions).
