That does not have the numbers in it.
It does have some estimates of some of the numbers.

This report predates the scheme, and even states it is hard to quantify the benefits.
The numbers need to be done based on actuals to determine if benefits were achieved.

Got anything with real numbers?
I am not saying it doesnt give benefits, but would like to see the math.
