US Govt fiscal year starts in October. Budget for new uniforms will have to be passed before PO's can be cut.
According to all the background I have read, the navy and Army had hoped to have all their decisions, testing etc done ready for appropriation in this coming budget. So we wait.
The military was always hurry up and wait..
