I'm afraid your missing a very important point in your idealism ..and that is a big thing called a budget..it has to work ..now if it where handed over to the treasury it may work ..but this bypartisanism won't work if one party controls the finances as far as I can see ... it all has to be costed and balanced ..and thats the reason we have a party system, because it works !
