that's not how it will work
the committee system - so long abused by the two majors - will be exercising the close scrutiny you want - ministers will no longer be able to mislead and get the backing of their party to railroad.
what you want will happen under this system - Swann won't like it but he's going to have to adjust as well
it will the the parliament that does the costing and balancing - not the minority government
