That's spot on......and if the grey area is irksome....it is dealt with by the elected leaders.
Often, leaders lack balls....and as such prefer to leave the grey areas....grey. That way they handpass the problem.....something akin to councils not giving their decisions because it might cause some councilors to not be re-elected....so they defer it to VCAT.....and thus lay off the negative vibes that comes out of a VCAT ruling......it wasn't me..it was them...syndrome.
