Currently the majority of signed up schools are independent, however yes I expect them to make significant inroads with religious based schools.

On an individual school basis the minimum cost is correct, unless they've changed it since the last time I talked with them.

At that point, minimum cost to a school was $30k (which is the equivalent to 500 accounts assuming $5 per month, I've rounded up).

Some exceptions might be considered, for example, if a bloc of schools (eg the religious ones you refer to) were to agree to mandate.
